The only thing that gave me relief was Eurax lotion.

Besides biologics, Cerave makes a lotion in a tub that helps. They also have spray on cortisone which I thought was easier to use than the cream.
For the scalp I use scalpicin, it is also liquid and has a long, thin nozzle to get to your scalp.
